قمتُ بترجمة هذا المقطع من مقابلة مع إلهان عمر، وهي نائبة في مجلس النواب الأمريكي عن ولاية مينيسوتا وعضو في الحزب الديمقراطي، وتُعرف بمواقفها المنتقدة للسياسات الخارجية الأمريكية وتناولها لقضايا النزاعات الدولية، بما في ذلك الحرب في السودان.

وفي هذا المقطع، قدمت إلهان عمر طرحًا مفصلًا حول تعقيدات مسار السلام في السودان، والدور الذي تلعبه أطراف إقليمية ودولية في إطالة أمد الصراع:

📌 أشارت إلى أن إدارة الرئيس جو بايدن عيّنت مبعوثًا خاصًا لمحاولة دفع عملية السلام في السودان، إلا أن هذه الجهود توقفت وتعطلت لاحقًا.

📌 أوضحت أن اندلاع الإبادة الجماعية في غزة ساهم في تشتيت الجهود الدولية، ما أدى إلى تجميد المسار التفاوضي الخاص بالسودان.

📌 ذكرت أن المملكة العربية السعودية كانت الطرف الأبرز الذي يقود جهود الوساطة في تلك المرحلة.

📌 بيّنت أن تراجع مستوى التقارب بين السعودية والإمارات أثّر بشكل مباشر على فعالية هذه الجهود، ما أدى إلى تدهور فرص التفاوض مع مرور الوقت.

📌 أوضحت أن الولايات المتحدة لم تعد تُنظر إليها كوسيط قادر على جلب السلام، نتيجة تورطها في صراعات أخرى وتأثير ذلك على مصداقيتها.

📌 انتقدت ما وصفته بازدواجية المعايير في التعامل مع الفاعلين الإقليميين، حيث يتم السماح لبعضهم بالتصرف بحرية مقابل تقييد أطراف أخرى، وهو ما خلق مناخًا خطيرًا ترى فيه بعض الأطراف أن السماح بوقوع إبادة جماعية دون مساءلة يفتح الباب أمام تكرارها، وأضعف في الوقت ذاته القدرة التفاوضية للولايات المتحدة وأثر على فعاليتها الدبلوماسية.

📌 شددت بشكل صريح على أن الإمارات لا تكتفي بتمويل مليشيا الدعم السريع، بل تقوم أيضًا بتزويدها بالأسلحة، مؤكدة أن الدعم يتجاوز الجانب المالي ليشمل تسليحًا مباشرًا.

📌 أوضحت أن هذه الأسلحة أمريكية الصنع ويتم شراؤها من الولايات المتحدة، ما يربط بشكل غير مباشر بين صفقات السلاح الأمريكية ومسار النزاع في السودان.

📌 ذكرت أن هناك محاولات داخل الولايات المتحدة لوقف بيع الأسلحة للإمارات، إلا أن هذه الجهود يتم تعطيلها بشكل متكرر.

📌 حذّرت من أن هذه الأسلحة تُستخدم في نزاعات متعددة، تشمل السودان وإثيوبيا واليمن وليبيا.

📌 لفتت إلى وجود ما وصفته بـ"فاعل إقليمي سيئ" مرتبط بعدة صراعات في المنطقة، في إشارة واضحة إلى الإمارات ودورها في تغذية هذه النزاعات.

📌 ختمت بالإشارة إلى أن استمرار التغاضي عن هذه الأدوار، رغم وضوحها، يعني الاستعداد لانتهاك القوانين المحلية والدولية، بما يسمح باستمرار تدفق السلاح وتأجيج الفوضى في المنطقة.

By rejecting key UPR 2026 recommendations & delaying critical constitutional institutions such as the Constitutional Court, HSM's administration risks undermining accountability, the rule of law, & public trust. Human rights scrutiny be embraced, not avoided.
