Yes and no. The deadline of “before the August recess” was always an artificial attempt to force compromise.

The Senate sets arbitrary deadlines to try to force a sense of urgency with its members to reach a deal before they’re scheduled to leave town.

The bill will remain pending in the Commerce Committee until it is either passed or when this Congress adjourns at the end of the year.
