Their proposal, which won 2nd place, envisions federal legislation that directs a portion of pre-existing funding sources for transportation and cyberaccess towards modernizing voter registration systems at state DMVs and improving state/local election office technology. It also creates a producer group of election technology manufacturers to better coordinate the ecosystem.

How do we ensure government IT projects WORK and actually serve the public?
Some sobering stats:
1. Of all government software development contracts over $6 million, only 11% are successful.
2. One study of 400 projects found that only 10% of traditionally-developed code was ever actually deployed. Only 2% was ever used.
3. 46% of systems developed across $35 billion worth of DoD spending failed to meet real needs even though they met written, contractual specifications.
