If I had to wager, I’d say Ratcliffe is in Moscow to warn about Russian escalation against Europe/NATO. Linked to U.S. intelligence shared with Poles, Balts and Scandinavians, and comes amid a noticeable uptick in suspected GRU sabotage operations and Russian drone activity. See Germany, Bulgaria, Romania, etc. You don't need DCIA for prisoner swaps. Ratcliffe is also the most pro-Ukraine official in the administration, responsible for helping Kyiv with deep strikes. Context here is important: Bill Burns went to Moscow in 2021 to warn Putin against... invading Ukraine.
And now the race begins between Ukraine exploiting this new capability to seemingly hit targets with FP-2 well within Russia and the VKS adapting to it.

@Eric_Erins I'm pretty sure North/Northwest St Louis is the higher crime part of the metro. Can't say I'm surprised. Just go to zillow and see where homes are cheap vs expensive. Plenty of both
@JailbirdSven@NotWoofers Detroit is also cold and generally gray/overcast. The city feels more depressing. Also the suburbs of St Louis are just fine. Almost the whole state of Michigan went in the can. Flint was worse than Detroit
