A funny phrase that gets smuggled into the conversation is “mass incarceration.” It gives the impression of cops rounding up dozens or even hundreds of criminals and sending them off to camps. No, our justice system is hyper individualistic. Specific criminals have to be identified and captured individually. Crimes have to be painstakingly proven. The whole process is surprisingly costly and lets a huge percentage of criminals off without so much as a wrist slap. Even serious crimes like murder have a national avg clearance of 50%, in some cities that’s closer to 20%.
