La stratégie iranienne des 31 régions militaires : l’architecture invisible de la défense mosaïque qui explique la victoire de l'Iran.

En 2008, l’Iran a profondément transformé son organisation militaire intérieure en divisant le territoire en 31 commandements provinciaux autonomes du Corps des gardiens de la révolution islamique. Cette réforme constitue l’un des piliers de la stratégie défensive contemporaine du pays. Elle a été initiée par le général Mohammad Ali Jafari, vétéran de la guerre Iran-Irak, alors commandant des forces terrestres de l’IRGC, qui voulait adapter l’appareil militaire iranien aux nouvelles formes de guerre observées en Afghanistan et en Irak.

Jafari partait d’un constat simple : les États-Unis avaient remporté leurs victoires militaires récentes en détruisant rapidement le commandement central de leurs adversaires. Bagdad en 2003 en était l’exemple parfait. Si la capitale tombe, l’État tombe. La réponse iranienne fut radicale : supprimer la dépendance à un centre unique de commandement.

La doctrine élaborée s’appelle officiellement "défense mosaïque". Elle repose sur l’idée que chaque province doit pouvoir continuer la guerre même si Téhéran est neutralisée. Les commandements régionaux disposent donc de capacités opérationnelles propres, de stocks locaux, de réseaux logistiques autonomes et de forces territoriales Basij mobilisables immédiatement.

Cette transformation n’est pas seulement administrative. Elle modifie la nature même de la guerre possible contre l’Iran. Une invasion classique devient extrêmement difficile, car elle devrait neutraliser simultanément plusieurs dizaines de centres de commandement indépendants. Même une frappe massive contre la capitale ne suffirait plus à désorganiser la défense nationale.

Le général Jafari expliquait lui-même que l’objectif était de préparer le pays à une « guerre asymétrique prolongée » capable d’absorber un choc stratégique initial. L’Iran ne cherche pas à empêcher l’ennemi d’entrer sur son territoire. Il cherche à rendre toute occupation impossible à stabiliser.

Depuis cette réforme, chaque province iranienne possède donc sa propre structure opérationnelle IRGC, intégrée à un réseau national coordonné par le quartier général central Khatam al-Anbiya, mais capable d’agir de manière autonome en cas de rupture des communications.

Cette architecture militaire territoriale constitue aujourd’hui l’un des éléments essentiels de la stratégie iranienne de résilience. Elle transforme le territoire lui-même en système défensif. Si le centre tombe, la périphérie continue la guerre.
