Multi level parking results in huge lines when people arrive and leave at around the same time for events, since there are only one or two ways to get in or out. Flat parking allows for dozens of entry and exit paths saving a lot of time for drivers.

Its OK to have multi level parking for places like shopping malls since everybody’s time to arrive and leave is generally spread out.
