It provides local off-street parking.
3.Its heavily used by a mechanic, but not by any formal agreement.

@vallenduuk_ie @CrokePark @dublinblockers @DublinParking This was Richmond road yesterday. Mayhem. What's more frustrating is that it entirely predictable that some bright spark would park on the southern footpath and trigger this, yet no cones, no Gardai, nothing.
