I am reposting the below article written in 2023, so that people are aware of the situation.
The total land area of Manipur is approximately 22,000 sq km, of which about 10% is valley area, surrounded on all sides by 90% hills.
Manipur is inhabited by four major groups: the Meiteis, Nagas, Kukis, and Meitei Pangals.
The valley Meiteis are Hindus, while the hill people Nagas and Kukis are Christians, and the Meitei Pangals are Muslims. After Independence, the Meiteis were classified as General category, while the hill people were classified as Scheduled Tribes.
The present issue mainly arises from three reasons:
1.Most of the hills where the Kukis are settled have poppy plantations. Recently, the government has been destroying these poppy plantations, and they are angry at the government for this. They claim it is their livelihood, illegal poppy cultivation for the processing of heroin and drugs.
2.All land belongs to the government, including hills and forests. Kukis are settled in Myanmar as well, and due to the ongoing Myanmar military issue, many Myanmar Kukis have illegally immigrated to the hills of Manipur. Manipur Kukis are allegedly helping them settle by creating fake Aadhaar cards, thereby becoming citizens illegally. New villages were coming up, and the government found that these illegal immigrants were encroaching on reserved forest areas and began evicting them. However, the Kukis are playing the victim card and claiming the hills belong to them.
3.About 90% of the hill land is protected by the MLR and LR Act and Article 371C, something similar to Article 370. Since the hill people are Scheduled Tribes, no one can buy land or settle in tribal areas.
As a result, the hills remain sparsely populated, while the 10% valley land, the land of the indigenous Meiteis who have lived there since time immemorial and have over 2,000 years of chronicled history, is open to everyone. Since the Meiteis are classified as General category, anyone can come, buy land, and permanently settle there for business or work.
Anyone and everyone can settle in the valley. The Meiteis are becoming a minority in their own land in the very near future. There is no safeguard for indigenous Meiteis simply because they are classified as General, while the indigenous hill people receive constitutional safeguards as Scheduled Tribes. Because of this discrimination among indigenous people of the same state, the Meiteis are demanding ST status to obtain constitutional protection. The tribals are opposing this demand.
Communal riots between Kukis and Meiteis have resulted in many deaths, with homes and Hindu temples being burned.

Yesterday’s brutal murder of an innocent Meitei man once again proves that Meiteis are not safe in their own home.

@laimacha @lungletna @JShakurB Refugees in India cannot demand land as a fundamental right, as India lacks a national refugee law and is not a signatory to the 1951 UN Refugee Convention. Kuki have refugee tag in Manipur, they don't have any rights. Manipur is for Manipuri not for kuki refugee.
