This Electric Vehicle Infrastructure Deployment Plan sets forth the State of Georgia’s approach to utilizing its apportionment of $135 million in formula funding (subject to appropriation) from the National Electric Vehicle Infrastructure (NEVI) Program in conformance with the guidance published by the Joint Office of Energy and Transportation on February 10, 2022. This plan specifically outlines how Georgia intends to invest the FY 2022-23 funding and the strategic approach to investing in the following three fiscal years of NEVI funding.
The Georgia Department of Transportation @GADeptofTrans developed this plan with input from the Georgia Department of Economic Development (GDEcD), the Georgia Emergency Management Agency (GEMA), the Georgia Environmental Finance Authority (GEFA), the Governor’s Office of Highway Safety (GOHS), the Department of Administrative Services (DOAS), the Department of Natural Resources (DNR), the Georgia Division of the Federal Highway Administration (FHWA), several regional planning councils and MPOs, electric utilities, community-based advocacy groups, electric vehicle charging station providers, potential site hosts, and others. This plan covers the entire State of Georgia. Initial planning began immediately upon the passage of the Bipartisan Infrastructure Law (BIL) in November 2021 (see Figure 1). A Statement of Need was issued by GDOT on February 8, 2022, to develop a comprehensive strategy for Electric Vehicles (EVs) in Georgia. GDOT used the Federal Highway Administration's (FHWA) subsequent February 10, 2022, NEVI guidance to focus the initial work on NEVI requirements for Alternative Fuel Corridors (AFCs).

By switching to electric cars, we can significantly reduce the carbon emissions that are causing climate change, and ultimately, help protect our planet for future generations.
Infrastructure Still Well Below Estimated Needed Ratio of 7:1. An assessment by the California Energy Commission concluded that 700,000 public and shared private chargers are needed to support 5 million EVs, amounting to a ratio of 7 EVs per public charger. At the end of 2022, there were about 103,000 non-proprietary public charging outlets across the country and 3.04 million EVs on the road, a ratio of 29 EVs per charger. For charging to meet the 7:1 ratio, more than 330 thousand additional chargers are needed today, which is more than triple the currently available non-proprietary chargers across the U.S. as of December 31, 2022. Many additional chargers will be needed to support future sales of EVs through 2030 and beyond.
Geographic disparities in charging infrastructure are pervasive. At the end of 2022, nearly 30% of all public charging infrastructure was located in California, which had 37 percent of all registered EVs. Of the more than 3,100 counties and city-counties in the U.S., 63 percent had five or fewer chargers installed; 39 percent had zero. The top 14 counties with the highest number of chargers accounted for 30 percent of all U.S. EV charging infrastructure.

The result will be the average user of our drive system cutting their fuel consumption by more than two-thirds for the same travel distance. A totally electric drivetrain, that offers plug-in charging and three additional charging methods, all managed by a smart operating system. Our goal is to become the transition technology to a 100% green transportation system.
