The memorandum highlights critical gaps such as stalled projects, declining programme targets for PWDs, inadequate sector allocations, and low development budget absorption rates, alongside clear, practical recommendations to improve service delivery and inclusivity.
RVBH held a budget cafe at Bomet to analyse the Bomet County Budget Estimates for FY 2026/2027 and developed a comprehensive memorandum reflecting citizensβ priorities and key sector concerns.
Key focus areas included Water, Health, Gender & Social Protection, & Disability Inclusion, with strong emphasis on: equitable access to clean & safe water, improved health service delivery, staffing, & medical supplies, increased support for PWDs, children, youth, & the elderly

Education emerged as critical priorities during our engagement. Participants called for increased bursary support for learners with disabilities, integration of special needs support in schools and ECDE centres, & stronger collaboration with disability organizations in planning
During our engagement with PWDs in Narok participants highlighted key priorities that require urgent attention. Top concerns included: access to special maternity beds, fair bursary allocation, economic empowerment and capacity building, support for PWD groups and organizations
The participants emphasized the need for greater accessibility and inclusion in public services and infrastructure. Key priorities raised: Affordable assistive and mobility devices, Accessible roads and public facilities, Disability-friendly dispensaries and health centres.
Citizens play a critical role in shaping development priorities & ensuring public resources respond to community needs.
The team explored opportunities for public participation and discussed their role in influencing planning and budgeting processes through group discussions
Day 1 of the PWD Budget Champions training in Ololulunga Narok County, to strengthen their understanding of governance and public finance processes. The first session focused on the structure of County Government, the distinct roles of County and National Governments.
The participants were also taken through, the County Budget Cycle, Key budget decisions and timelines, PFM principles, and the roles of different actors in the budgeting process. The knowledge will help strengthen their voices in advocating for inclusive and responsive budgets.

Also, the KES 20 million allocation for Level 2 and 3 facilities to purchase SHA claims gadgets be ring fenced.
They also raised concerns over inequitable distribution of water projects & the skewed allocation of empowerment projects for political gain, among other issues.
Baringo County Budget facilitator held a budget cafe in Baringo for budget champions to identify programs for collective advocacy and develop budget inputs for submission during the validation of the county budget estimates 2026/2027 to be conducted by the county assembly
Key recommendations by the budget champions were the need to prioritize allocation to projects that can be completed before the official campaign period begins, ring-fencing KES 240 million allocation for drugs, and KES 68 million stipend for CHPs
Recommendations: increased funding for PWD empowerment, clear staffing reports, equitable deployment of health workers, detailed project lists per ward, &stronger accountability in drug supply systems, allocation of funds for incomplete water projects & the GBV Rescue Centres
In Social Protection and Gender, concerns were raised over vague allocations and missing critical programmes. These include lack of clarity on equipment worth Ksh 8M, no Enterprise Fund, no funding for the Youth Development Act, school feeding programmes, or a GBV Rescue Centre.
