And Governor @GregAbbott_TX’s name is on the banner, which also means he condones and enables the abuse of an elephant.
It is scientifically and biologically impossible to have an elephant become controllable in this fashion without subjecting it to abuse.
Elephants are not domesticated.
In order to accomplish this sort of obedience, you have to break the elephant down.
