Bipartisan.
Two Democrats crossed the aisle.

This is not the finish line. The bill still needs 60 votes on the Senate floor, House reconciliation, and a presidential signature.

But the gate just opened.

For XRP holders — Section 105 turns Judge Torres' ruling into permanent federal law. Section 110 qualifies XRP as a digital commodity under CFTC jurisdiction. Section 401 explicitly authorizes US banks to use digital assets for payments, custody, clearing and settlement.

The banking lobby spent months trying to stop this.

Today they lost.
