I think I finally understand why Europe doesn't allow air conditioners. The politicians who usually shout things like 'environment first, save energy, passive cooling is more civilized' suddenly have to face the power grid overloading directly and electricity prices tripling; the big business tycoons who pushed up prices and delayed upgrading the old grid for over a decade will also find that, because of power shortages, the air conditioning in their own offices can only be set to 28°C or higher, and sometimes even trips and shuts down.
Frankly, it's not that 'they don't allow installing,' but that 'they don't dare to fully allow it'—if they did, this whole balance of interests maintained by high electricity prices, old infrastructure, and environmental slogans would be the first thing to break for the top people.
