The land all around it is sea level and you would need a very high height clearance for ships to get under it. The terrain is much better for a tunnel than a bridge. A bridge would require apx. 1.25km of ascent and descent

@Michailide70924 @iamkennethchan If you want actual examples: The Highway 91/17 Upgrade in Delta finished on its $260M budget in 2023, and the Highway 1 Lower Lynn Improvements finished under budget in 2021. Dozens of provincial school seismic upgrades also regularly hit their targets.
