I don't like taxes, but I recognize the need to generate funding for programs supporting the well-being of all citizens. I think a low minimum tax should be applied for all income levels, with up to 100% refundable for people below a certain income threshold.

The money's collected and the programs supported should be disclosed publicly. People on Visa's should also be subject tax on USA derived income and an additional tax if the earnings are sent to foreigners.
