En virtud de lo establecido en el Tratado de 1904, y en el Código Procesal Penal, RM perdió su especialidad:

@albarria1 @sabribacal @prensacom El artículo VIII del tratado de 1904 (adjunto) dice literalmente: "hasta tanto que no haya tenido oportunidad para regresar". ¿Tuvo RM oportunidad de regresar a USA después de su extradición? la respuesta es SÍ. Por lo tanto, y desde ese momento, no le asiste especialidad alguna.
