@rdumont99 Simple, Prov enacted legislation basically stating as long as parties adhered to PHO direction, they can’t be sued. Consequence, no one steps out of line for fear of incurring liability. Yes, I’ve even heard about incurring liability as a result of going beyond min stds.
@FlySWISS The part that disappointed me was the requirement to leave the secured area to transit the airport to my connection. Out of curiosity, do any airlines flying through Zurich provide metal utensils to their executive class passengers?

@abigail_staub Finally clearing security, (plane now waiting) attendant laughed at my intention to check my daypack because of the knife, ushered me onboard. In Zurich I had to leave secured space to get to my connecting flight back to Zagreb. Swiss airport staff confiscated my knife.
