It doesn't depend on marks. It depends on number of participants in a particular exam.
Low govt job (LDC/UDC/constable/clerk etc) has high penetration among RC. That's why everyone's cut-off goes high.
RC doesn't even think about High govt job bcz of poor education background.
That's why very few applies and hence, cutoff goes lower. But govt has to fill seats in a particular year, so it might even goes further lower if few who participated haven't scored good.

But yeah Rich RC will keep bringing considerable better person than poor RC for system as the later's mark is close or same to cut off of exam.
