After confirming I wanted to uninstall Photoshop from Windows, I had to:
1. Sign into my Adobe account
2. Update CC
3. Reboot
4. Confirm uninstall again
5. Update PS
6. Reboot
7. Confirm uninstall again
8. Reboot
That's 8 steps too many for uninstalling software.
