Geoffrey Watson SC's report on the Victorian CFMEU under John Setka, which was tendered to the Queensland CFMEU inquiry estimated that corruption, extortion, sham arrangements, inflated labour costs and criminal infiltration may have increased the cost of Victoria's Big Build projects by at least 15%.
