Around €200 billion of Russian sovereign assets immobilised after Moscow launched its full-scale invasion of Ukraine three years ago are being held by the EU in a Brussels-based financial institution called Euroclear. They are earning interest. The U.S. holds the equivalent of only $5 billion.
The EU should designate half the €200 billion to Ukraine for post-war reconstruction. And use the remainder to rebuild Europe’s armed forces.
