• His signature Pokémon is Persian, but in the games he leads with Rhyhorn
• He disappeared after losing to Red and wasn't seen again until HGSS — years later
• In the anime, he barely battles. Most of his scenes are him sitting in the dark petting Persian
• His kid (Silver) actively hates him
• The Mewtwo project? Giovanni funded the entire thing to create the strongest Pokémon alive

A prequel game where you play as young Giovanni rising through Team Rocket, inheriting the organization from Madame Boss, and building the Mewtwo project from the ground up would go insane.
