Confirms that Colonel Gustave Kbwayo, sanctioned by the US Treasury on June 2 as leader of the FDLR’s special forces (CRAP), as a previous UN Group of Experts report claimed, is not in CRAP and in fact a lower level commander.
Also provides insight on Kinshasa’s ongoing collaboration with FDLR and alleged double-dealing. According to Liffran, FARDC-FDLR collaboration has never ceased, and FARDC Major General Ychaligonza discussed the possibility of redeploying FDLR units from FARDC-controlled areas to those controlled by M23 to “support the idea that the main FDLR contingents are now located in rebel-held areas, thereby allowing Kinshasa to justify to international mediators, particularly Donald Trump’s administration, the absence of neutralisation operations against the movement.”
