I bet at some point these soldiers were told...skip step, march and then forward march.
Apparently, rout step was decided upon until the"parade start-point".

@USMCLiberal Depending on which video you watch, some of the formations were in "rout step" (sp) rather than marching. Soldiers don't care about the politics. They follow the orders of their leaders. If you have not served.... you would not know.
