Ron, you know exactly how this works. California mails ballots to every voter and counts every legal one that arrives postmarked by Election Day..even if it shows up later. Florida rushes to declare winners same night by limiting mail ballots. It's not 'dumping,' it's following the law you wish was different. Cry harder about democracy actually counting votes.
