Clarity on Negotiated CACs will lead to progress. Commercial developments, with prescribed density, cannot be ambiguous. E.g. I-1 strata commercial development (4.5FSR) - is it contemplated that a development will incur the fixed CAC (~$11.49) or negotiation?

@GoldinYVR@BillTieleman The use of that rendering is comparable to attaching 4 wheels to a metal cube in an effort to illustrate what a car will look like. Maybe, on a good day, it is misinformation.
