Article 23 bill: month long consultation produced some rational and constructive views which are generally reflected in the bill. More importantly, the court must also respect individual rights protected under the national constitution and the Basic Law.

Although there are relatively extreme views, I agree with the Government's restrained response. While we must strive to protect national security, we should not forget that the characteristics of One Country Two Systems must be preserved and individual rights respected.
