I agree with you, I have dogs and they're kept secure on my property. I would be mortified to see them running up to and after people going about their day, even if mine are very cute and harmless.
Say my dog barked at the person from the boundary fence and they get pepper sprayed, I will shove that pepper spray up that person's ass.
