Some is driven by PE for sure, but some is driven by college coaches wanting to watch kids in one place instead of going to 5x as many high school games to see the same amount of players (I don't blame them, but that's where a lot of it leads). And there are the parents who think its a status symbol of course too.

the schools in kansas are very well funded, better funded than half the states in the country (and top 15 when you adjust for cost of living). Many if not most of the schools continue to put a lot of that funding into administrative roles rather than the classroom, and its extremely hard to legislate going to the classroom from Topeka.
