LotGate: Cox Adviser Says Message Behind Funding Threat Was “From the Governor”
Gov. Spencer Cox’s senior housing adviser Steve Waldrip says he met with Cox before threatening Wasatch County’s state funding in August, and that the governor wanted a message delivered.
“He definitely wanted that communicated,” Waldrip told ABC4’s Lindsay Aerts. “And it was a message from the governor.”
The comments come from a preview of Aerts’ interview with Waldrip. The full interview airs Sunday.
The controversy began Aug. 18, when Waldrip appeared before the Heber City Council after Wasatch County rejected a proposal for 144 five-acre lots on about 740 acres of state trust land and joined Summit County officials in pushing to repeal Utah’s preliminary municipality law.
Jeffrey Pierce began calling the controversy “LotGate” on social media while pressing Cox’s office for answers about the development and funding threat.
At the Aug. 18 meeting, Waldrip said he had a message “from our good governor” and told local officials, “Your funding as a county is now at risk, meaning none.” He specifically named B and C road funds, said anything within his power would be stopped and declared that funding “now suspended.”
Wasatch County receives about $2.1 million annually through the B and C road program. After county leaders met with the governor’s office Aug. 28, Wasatch County officials said the administration acknowledged its initial approach had not been constructive and confirmed there would be no negative impact on state funding.
One question remained: How much of Waldrip’s Aug. 18 message actually came from Cox?
Utah News Dispatch asked Cox’s office in September whether the governor directed Waldrip to make the comments. The governor’s office did not answer.
Aerts put the question directly to Waldrip.
“Was that message coming directly from the governor?” she asked.
“The governor and I met,” Waldrip replied. “We had a discussion, and he was frustrated.”
Aerts then asked whether Cox told him to threaten Wasatch County’s funding. Waldrip called that a “misstatement,” saying Cox wanted local leaders to understand the state was serious about housing and matters within state authority.
Aerts pressed again. If Cox did not tell Waldrip to threaten the funding, whose decision was it?
Waldrip never identifies who chose the funding language. Instead, he confirms where the broader message came from.
“He definitely wanted that communicated,” Waldrip said. “And it was a message from the governor.”
Waldrip is not saying Cox personally instructed him to tell Wasatch County its funding was “at risk,” threaten B and C funds or declare the money suspended. But he confirms that he met with Cox beforehand, that Cox was frustrated and wanted a message carried to local officials.
Waldrip also acknowledges the administration mishandled how that message was delivered.
“I think we could have done such a better job of delivering that message,” he said.
Waldrip framed the issue around tens of thousands of people commuting into Summit and Wasatch counties, housing affordability and the resulting pressure on state-funded roads. He said recent conversations with Wasatch County have focused on places for attainable and starter homes.
But the project that helped trigger the Aug. 18 confrontation was not a starter-home development. It called for 144 five-acre lots on roughly 740 acres of state trust land. Wasatch County Manager Dustin Grabau previously rejected the idea that those lots represented an affordable-housing solution.
Waldrip’s interview answers one of LotGate’s central questions while leaving another intact.
We now know Cox met with Waldrip beforehand, was frustrated and wanted a message delivered.
What Waldrip still does not answer is who decided that message would include a threat to B and C road funds and other state funding.
