1. Rekayasa agar produksi kilang turun sehingga impor BBM nya meningkat.

2. ⁠Lalu mengimpor BBM dengan RON 90, tetapi diakui sebagai RON 92 dan dibeli dengan harga RON 92. Kemudian RON 90 ini diblending dengan RON yang lebih tinggi untuk mendapatkan produk akhir RON 92.

Pertalite vs Pertamax

Masalahnya bukan di ngoplos (blending) nya. Blending nya okay, selama end product nya tetap punya RON sesuai (92), karena blending itu memang salah satu cara meng-adjust (meningkatkan atau menurunkan) angka oktan.
