I think they fail to understand that it is not like it used to be before. There are more competition for good players. Back in the days a player at 60m would have just a few teams competing for, nowadays if Bayern Munich don't pay, there are many more clubs willing to do it.

Brighton, Aston Villa, West Ham all can afford 60m, that is not even mentioning the obvious other ones.
