Legal circles have stated that framing the tax issue involving singer and actor #CHAEUNWOO as ‘tax evasion’ is inappropriate. Kim Chaeeun, an attorney at the law firm Sedam, analyzed that the matter was not an intentional tax evasion but a legitimate procedural response challenging the legality of the assessment prior to the issuance of a tax notice.
Attorney Kim stated, “The National Tax Service did not refer Cha Eunwoo on charges of tax evasion, nor did it impose additional penalties for underreporting with fraudulent intent,” adding, “It is difficult to view this as tax evasion, which requires intent and fraudulent activity.” She explained that tax evasion is established only when intent and fraudulent conduct are recognized, and in this case, such conditions were not confirmed.
Regarding allegations of “delayed payment” raised by some, she emphasized that legal procedures must be taken into account. Kim explained, “The pre-assessment review filed by Cha Eunwoo is not an appeal process after taxes have been finalized, but a system to dispute the legality of taxation before the issuance of a tax notice.” She added, “While this procedure is ongoing, the tax amount is not finalized and no tax bill is issued, making payment practically impossible.” She further noted, “The reportedly 20 billion won tax amount was not a confirmed figure prior to this review, so characterizing it as delayed payment is inappropriate.”
In fact, the pre-assessment review is a procedure that allows taxpayers to raise objections before the National Tax Service’s formal tax disposition, and depending on the outcome, the tax assessment and amount may be adjusted. Until this process is completed, the tax obligation is not finalized, so payment is typically made only after receiving the official notice.
Kim further stated, “The pre-assessment review system allows taxpayers to request a review of the tax authority’s judgment in advance, serving as a mechanism to ensure the appropriateness of taxation,” adding, “It is regrettable that such lawful exercise of taxpayers’ defense rights is being stigmatized in some media reports.”

@MBCstraight If you’re going to air an investigative report, the least you can do is stick to the facts. Programs like MBC Straight carry a responsibility to research properly before presenting speculation as scandal. Instead, the segment about Cha Eunwoo framed normal and legally permitted business practices as suspicious while leaving out key legal context.
First, the program implied something improper simply because Eunwoo’s company involved family members. Korean corporate law allows small private corporations to operate this way, and there is no legal requirement to hire employees outside of the family.
Many artist support companies function like this. On top of that, the report conflated two separate businesses Eunwoo owns, even misreporting details about Chas Gallery, which shows a lack of basic research.
Second, the segment suggested that using a corporation for income equals tax evasion. That’s misleading. Korean tax law intentionally provides different corporate tax rates to encourage business activity, which is why many high earning entertainers operate through corporations.
On top of that, there has been no final ruling in this case. Eunwoo is disputing the assessment through the legal process, which means the issue is still under review. Using the word evasion is incorrect and defamatory.
Showing dramatic aerial footage of land purchases proves nothing. Companies routinely buy land for investment or expansion. The Ganghwa Island property is large enough for offices or operational facilities, and purchasing land in a rural area where it’s more affordable is a common business strategy. Businesses can also operate multiple ventures there, including the agency, hospitality or food businesses like the eel restaurant that contribute to the local economy.
Framing these normal business decisions as evidence of wrongdoing ignores the legal and economic reality.
Investigative journalism should present facts and context not selectively edited narratives designed to imply guilt. If you’re going to report on something, do the research. Do better.

—The Fact: The actual agency that performed legitimate management services and received the tax assessment is "L&C" (엘엔씨). MBC staged a scene visiting "The Ani" (디애니) representatives while completely concealing the name "L&C" (엘엔씨) throughout the entire broadcast. "Cha’s Gallery" (차스갤러리) is a previous entity that has long since been dissolved.
2. Deceptive Portrayal of Office Premises (The "Eel Restaurant" Frame)
—The Claim: MBC showed a 2-story eel restaurant (Building A), claiming it was a "paper company" with no office presence.
—The Fact: The site consists of four separate buildings (A, B, C, and D). While Building A is a restaurant, Building C is a fully independent, functional office space used by the agency. MBC intentionally hid the existence of Building C to push a "ghost company" narrative.

All speculation, but still an incredibly unsettling read. My head is spinning and my heart aches. It argues that Fantagio designed a structure that benefited the company financially, then allowed Eunwoo to take the public fall through selective PR, omissions, and leak patterns—using him as a human shield to protect leadership and opaque fund flows. 💔 May the truth come to light. May justice find him. He deserves peace.
I truly hope Eunwoo will sue all of them fullest extent, because this is a way of protecting himself and his family.
Besides those media outlets, the individuals who leaked the information, Fantagio, and Eunwoo’s haters — even netizens who simply followed out of FOMO can also be sued. Because they have caused harm to Eunwoo and his family.
Remember, South Korea also has defamation laws.
They typed those words consciously, and even knowing the impact of what they were writing, they still chose to do it.
