I am incredibly pleased to announce the successful delivery of 6,000 coffee seedlings to the community of Kyarumba Sub-County yesterday Friday 25th September 2026.
Coffee is the backbone of our local economy in Bukonzo County East, and boosting its production remains one of my top priorities.
While this delivery is a step in the right direction, I am fully aware of the overwhelming demand on the ground. We are planning for further allocations to ensure that every farmer who missed out in this batch is reached and supported until we hit our 50,000 seedlings mark.
The Ministry of Health has, in collaboration with @mofpedU, with support from @MarieStopesUg, convened a High-Level Policy Dialogue on Sustainable Financing for Sexual and Reproductive Health (SRH), Family Planning (FP) and Primary Health Care (PHC) today at Sheraton Hotel, Kampala.
The half-day dialogue has brought together senior government officials, development partners and key stakeholders to reflect on Uganda’s changing health financing landscape, including declining external assistance, while exploring opportunities to strengthen domestic resource mobilisation, innovative financing, coordination and alignment of health investments with national priorities.
The Director General Health Services, Prof. @olaro_charles, has delivered the keynote address, highlighting the importance of sustainable and coordinated financing to safeguard essential health services and strengthen Uganda’s health system.
The dialogue will be generating practical policy recommendations to sustain investments in Sexual Reproductive Health, Family Planning and Primary Healrh Care and support a more resilient health system.

During my recent oversight tour of Bukonzo County East, I took immediate and decisive action regarding the substandard road construction works in Kisinga Town Council and the alarming mismanagement of public healthcare facilities in some of the Sub-Counties.
Following numerous complaints from alert residents regarding poor infrastructure development, I conducted a personal spot check on the roads currently under construction in Kisinga Town Council. What I witnessed on the ground confirmed the public’s fears, the ongoing works are completely substandard.
The contractors are using low grade cement that contradicts the specifications in the signed contract, and the drainage system is poorly designed and entirely mismatched with the road.
Government released full funding for these projects long ago and we will not allow corrupt contractors to pocket taxpayer money while delivering shoddy work that derails local development.
Consequently, I ordered the immediate arrest of the supervising site engineer and updated the line minister about the development. Our people need these roads completed swiftly and correctly to facilitate trade and development.
My oversight tour also revealed grave irregularities in our healthcare system. At Kiburara Health Centre II, I discovered that the facility's in charge was actively misusing government medicines meant for ordinary citizens. I have handed him over to the sub-county chief for immediate administrative and disciplinary action.
Furthermore, the situation at Kalingwe Health Centre II is deeply concerning, as there is absolutely no record or trace of medicine being delivered to the facility for the entirety of last year and this year.

Two months after this engagement, we have officially launched the initiative to plant coffee in Bukonzo East County 👍
Today afternoon, I traversed the Sub-Counties of Munkunyu, Kyondo, Mahango, and Kitabu, as well as the Town Councils of Kinyamaseke, Kisinga, and Kyalhumba, to roll out the program.
Under this initiative, we intend to distribute 50,000 mature, high quality coffee seedlings to our farmers in a phased approach.
To maximize yields, participating farmers must adhere to strict agricultural standards, including proper garden preparation, hole sizing, and spacing.
Today's engagements focused on raising awareness and encouraging farmers to register through their respective Coordinators and LC 1 Chairpersons.
I am confident that within three to four years, this initiative will significantly boost household incomes and transform the standard of living across our communities.
On 9th July, I had a highly productive meeting with the CEO of Agri Evolve to discuss transforming the coffee value chain in Bukonzo East County.
Our strategic discussion included:
• Boosting coffee value addition
• Increasing organic fertilizer use for sustainable farming.

STATEMENT ON MY PARLIAMENTARY OVERSIGHT VISIT TO KAGANDO RURAL DEVELOPMENT CENTER (KARUDEC)
Yesterday morning, Friday, 18 September 2026, I conducted a comprehensive parliamentary oversight visit to Kagando Hospital, the Kagando School of Allied Health Sciences, and Kagando University College.
This visit forms part of my ongoing legislative responsibilities to assess service delivery and support key institutions within Bukonzo East County. I commenced the morning by joining the community in devotion at the Kagando chapel, after which I proceeded to inspect various departments across the facility.
During my tour of Kagando Hospital, I was deeply impressed by the laboratory department. Their advanced technology firmly positions Kagando as a regional center of diagnostic excellence. I also visited the orthopedics workshop and highly commend the team for their innovation in manufacturing artificial limbs for amputees, as well as their vital work in fabricating and repairing wheelchairs.
Furthermore, I inspected the hospital’s sustainability projects including the goat farm, coffee, and matooke plantations which are excellent models for institutional self-reliance.
In the education sector, I visited the Kagando Institute of Health Sciences and Kagando University College, an affiliate of Uganda Christian Universit. I applaud the management for their outstanding work in nurturing a student population of over 1,000 and consistently maintaining a national examination pass rate above 90%.
In response to their urgent need for ICT infrastructure, I have promised to lobby for 20 computers to equip the institution's computer laboratory and enhance digital learning for our students.
I remain committed to monitoring, supporting, and lobbying for better services and infrastructure for the people of Bukonzo East.

Field Assessment Report on the Devastating Drought in Nyakatonzi Sub-County, Kasese District.
This morning, Saturday 19th September 2026, I conducted an on the ground impact assessment in Nyakatonzi Sub-County to evaluate the severe consequences of the ongoing prolonged dry spell that is reported to have started in November 2025.
During my visit to the kraal of one of the affected people Mr. Murwiga Christopher in Bukangara Village, Kisasa Parish, the gravity of the crisis became starkly apparent. This single herder has tragically lost over 90 cows to the drought and out of sheer desperation, livestock that would normally command a market value of UGX 2,000,000 are being sold off for as little as UGX 100,000 due to their severely emaciated state.
This economic collapse has completely frozen local income flows, triggering a severe ripple effect across other critical sectors, including education. Local headteachers report a drastic and highly visible drop in student attendance. Children are unable to attend school because they must accompany and assist their parents in migrating long distances to search for surviving pastures and water for their livestock.
Consequently, I am compiling a comprehensive field report to submit to the Office of the Prime Minister @OPMUganda, @MAAIF_Uganda , and @MTWAUganda to urgently secure emergency relief and structural support.
The people of Nyakatonzi and all other regions battling this relentless dry spell need our immediate intervention.
Yesterday, Friday 18th September 2026, I conducted oversight visits across Bukonzo East County, which included a visit to Nyabirongo Health Center IV which was recently upgraded from a Health Center III by the Ministry of Health.
Nyabirongo HC IV has rapidly grown into a high volume center serving the people of Kisinga Town Council and surrounding areas. We extend our sincere gratitude to @GovUganda, @MinofHealthUG, and our partners for these vital infrastructural developments.
In my engagement with the hospital staff, I commended them for their dedicated service in saving lives. I also delivered His Excellency the President’s stern message regarding medical workers' conduct, emphasizing zero tolerance for absenteeism, late coming, absconding from duty, theft of government medicine and proactive sensitization to the public on preventing and managing Non-Communicable Diseases (NCDs) like diabetes, hypertension, and cancer.
As the Chairperson of the Parliamentary Health Committee, it is on record that I strongly advocated for Nyabirongo HC IV and similar high volume health centers to be elevated to Community Hospitals (a strategic tier positioned above a Health Center IV and slightly below a General Hospital) under the UgIFT program.
This visionary policy, which was successfully granted by Parliament, ensures that districts without traditional General Hospitals can now establish Community Hospitals and this upgrade directly triggers a substantial increase in medical staff deployments, advanced equipment, and enhanced operational funding.
Finally, I strongly cautioned the Mayor and Town Clerk of Kisinga Town Council to closely monitor and expedite the completion of the proposed hospital mortuary so it can serve our community without further delay.
