I know several Riggers with bad experiences giving out the Rig File. I would guess thats the main reason!
1. Another Rigger just changing Stuff in the Base Rigg without asking
2. Just blatantly copy pasting the Deformers for another Model they’re rigging. Not emulating the rigging LITERALLY Ctrl C and Ctrl V the Deformer.

One that I could imagine also being an issue (I don’t really know if it is):
Normally, you can purchase a lot of study rigging files. If they were a client who has a model by the same rigger they could just possibly sell the rigging file without their consent. probably not open but behind closed doors
