Jurnalistləri Müdafiə Komitəsi (CPJ) “Toplum TV işi” üzrə məhkum edilən beş nəfərin cərimə kamerasına (“kars”) salınması ilə bağlı narahatlığını bildirib.
Təşkilatın Avropa və Mərkəzi Asiya bölməsi avqustun 24-də “X” hesabında yaydığı bəyanatda bildirib ki, onlardan bəziləri həbsxanadakı içməli suyun keyfiyyətindən və çatışmazlığından şikayət etdikdən sonra cərimə kamerasına yerləşdiriliblər.

Təşkilat cərimə kamerasına salınan şəxslərin “Toplum TV” əməkdaşı Fərid İsmayılov, Demokratik Təşəbbüslər İnstitutunun (IDI) rəhbəri Akif Qurbanov, əməkdaşları Ramil Babayev və Əli Zeynal, eləcə də III Respublika Platformasının üzvü Ruslan İzzətli olduğunu qeyd edib.
CPJ “Toplum TV işi” üzrə 15 ilədək həbs cəzası alan jurnalistlərin və digər şəxslərin fəaliyyətlərinə görə azadlıqdan məhrum edilməməli olduğunu bildirib.

For a third month, PFPA Chairman Ali Karimli has been subjected to detention conditions that repeatedly deprive him of normal sleep. Since mid-June, according to his family and lawyers, a detainee placed in his cell has kept him awake through the night, while increasingly punitive restrictions have left him largely cut off from his family and the outside world. His health has seriously deteriorated.
Sleep deprivation is a well-documented method of coercive abuse that can amount to torture or other cruel, inhuman or degrading treatment. Its use against political detainees has a grim history: Stalin’s NKVD employed extreme sleep deprivation through the “conveyor” system of relentless interrogation; Aleksandr Solzhenitsyn documented its systematic use in the Soviet prison system; Menachem Begin described enduring it in NKVD custody; Antonio Gramsci suffered prolonged sleep deprivation under Fascist imprisonment; and in 2021 Alexei Navalny said hourly nighttime checks were subjecting him to “torture” through sleep deprivation.
In the 21st century, an internationally recognised opposition leader is enduring conditions that Human Rights Watch says raise serious concerns about inhuman or degrading treatment, while being held on charges HRW has called unfounded.
There comes a point when silence becomes complicity.

The wife of political prisoner Ruslan Izzatli, Gunel Manafli, wrote on her social media account that her imprisoned husband had been placed in a disciplinary cell (“karser”) at the Umbaki Prison. The reason was his demand for drinking water from the prison authorities.
According to Gunel Manafli, the information was conveyed to her by Ali Zeynal, an employee of the Institute for Democratic Initiatives who is being held in the same prison as Ruslan Izzatli. During a phone call with Manafli, Zeynal said that he too had been punished for making the same demand and would be sent to the disciplinary cell.
“There is a serious water problem at the Umbaki Penitentiary Complex. Drinking water is unavailable in 40-degree heat. Although Ruslan Izzatli repeatedly demanded that the problem be resolved, his requests were ignored,” Manafli said.
Following Ruslan Izzatli and Ali Zeynal, other political prisoners held in the same prison — Akif Gurbanov, Farid Ismayilov and Ramil Babayev — were also placed in disciplinary cells. This information was shared on June 21 on social media by Araz Aliyev, one of the co-founders of the III Republic platform.
The lack of drinking water and electricity in prisons is frequently raised on social media by relatives of political prisoners.
Imprisoned opposition politician Tofig Yagublu and Ali Karimli, the imprisoned chairman of the Azerbaijan Popular Front Party (APFP), have also reported experiencing problems with electricity and drinking water.
The Penitentiary Service of the Ministry of Justice does not respond to questions concerning these problems and also punishes those who raise such questions.

As everyone knows, the leader of the Azerbaijani opposition has already been held in prison for nine months on fabricated charges. Over the past two months, however, he has been treated like a prisoner of war in the detention facility of the State Security Service of the Republic of Azerbaijan, where he is being held. Of course, this is being done directly on Ilham Aliyev’s orders. Through a camera installed in the room, Ilham Aliyev frequently watches the condition of his main political rival with his own eyes. Just as he directly watched Ali Karimli being subjected to severe torture on a bus in 2019.
He had Ali Karimli subjected to torture on another “torture bus” because he did not get on his bus.
Now, however, this 23-year-old old despot has changed his method and wants to eliminate Ali Karimli through longer-term torture. But he has met a rock against a rock.
The political confrontation between Ilham Aliyev and Ali Karimli, which has continued for many years, appears to have entered its harshest and most decisive stage. The essence of this confrontation cannot be assessed merely as a struggle between two political figures. It is a clash between two different approaches concerning how power will be formed in Azerbaijan, within what framework political competition will be conducted, and in which direction the future of the country will develop.
If the main rival in a political struggle is attempted to be silenced by keeping him in prison, this actually makes the debate over how important that person’s political influence is to society even greater. Because if, even when a political rival is not physically present in the political arena, his name, position, and the demands of his supporters remain on the agenda, then the problem cannot be solved simply by determining where that person physically is.
The prolonged imprisonment of Ali Karimli and his exposure to serious isolation and torture in recent months raise serious questions in Azerbaijan’s political environment. This situation also draws the attention of the international community to Azerbaijan regarding the state of political competition, the rule of law, and the attitude toward dissenting views in the country. It is no coincidence that, over the past two months, the inhumane treatment of the party leader has remained almost continuously on the agenda of leading human rights organizations and publications around the world. The world and the people of Azerbaijan are once again witnessing closely what kind of mindset Ilham Aliyev possesses.
Ali Karimli, even while under severe torture, sends positive messages to us from that small prison cell. He says: Continue the struggle. He says: Even if I die, you must not stop working to liberate this country from this occupation.
From this perspective, the situation surrounding Ali Karimli’s fate is not merely his personal struggle. It is part of a much larger question concerning what kind of political environment Azerbaijani society wants to live in in the future.
Ilham Aliyev thinks that if he does not “finish the matter” with Ali Karimli, at least at this stage, it would mean losing to Ali Karimli, who represents the greatest threat to his rule. This is the reason behind his cruelty. Today, his greatest concern is precisely Ali Karimli.
Ali Karimli’s refusal to surrender and his willingness to face death prevent the old despot from sleeping at night alongside Ali Karimli.
Our dear and valued people must also be aware of everything that is happening, see and evaluate what kind of mentality Azerbaijan is under occupation by today.
