The youngest victim of Russia’s latest attack on Kyiv never reached her third birthday. She was born in October 2022, under the thunder of Russian shelling, and died in August 2025 to the same sound when a Russian missile targeted her family home. A brief and precious life, like so many others, victims of a genocidal regime that the civilized world refuses to confront.

Russia’s crimes against children are not an accident of battle but a deliberate policy of terror. They are killed from afar by missiles and drones, and those who survive in occupied territories are torn from their families, indoctrinated, and stripped of their Ukrainian identity. Thousands are wounded, missing, or abducted. More than 1.6 million Ukrainian children live today under Russian control, hostages to an empire’s brutality.

I addressed this today at the United Nations Security Council, making it clear that Russia has chosen terror as a tool of statecraft, targeting civilians and children to impose fear in an attempt to break resistance. Any negotiation must begin with a ceasefire backed by credible security guarantees, and with the return of every abducted Ukrainian child to their families and homeland.

On the battlefield, our defenders are paying in blood for what the Security Council should be ensuring with votes: stopping aggression and defending the principles on which the UN was built. I called on the international community to move beyond words, to deny Russia the means to finance its war, and to impose real consequences for these crimes.
