Most wouldn't pay for said service then go and do it themselves.

You would expect that fee to go towards a crew the owner hired to clean. You can keep attacking the guy or actually did with his hypothetical.

If there is a cleaning fee, the owner should hire a cleaning crew. Without it, it is like you working for a company but paying the company to work there.
