We estimate 6.22 million improper ACA enrollees in 2026, down only 3.9% from 6.47 million in 2025. The decline is modest. The structural problems driving improper enrollment did not go away.
New KFF data show Medicaid and CHIP enrollment for children remains 3.5 million higher than before the pandemic.
That makes a strong case for H.R. 1’s eligibility checks, work requirements, and anti-fraud reforms.
