In most cases this still results in an absolute rate decrease and if you include inflation this is functionally a City tax decrease since the City’s buying power is falling behind even a low inflation increase.

So if all properties increase at approximately the same rate, your personal tax rate actually goes down (and the total you pay stays about flat)
