WATCH: Senators JV Ejercito and Migz Zubiri, who previously declared themselves independent, formally manifest they are joining the minority bloc.

This leaves the minority just two members short of a leadership change. But with Sen. Bato dela Rosa into hiding again, the majority is just a vote shy in case a division of the house is called for a new leadership.

Ejercito said Senate President Alan Peter Cayetano offered him the post of majority leader and a spot in the 13-member majority bloc. He thanked Cayetano but chose to stay with the minority. | @eimorpsantos
