U.S. Ambassador to South Korea Michelle Steel said in an interview that she introduced the Deterrent Act to prevent the expansion of the Chinese Communist Party's influence in the United States. The bill passed Congress with bipartisan support, but it did not receive Biden's signature and therefore did not become law.

She explained that China invests massive amounts of money in American universities not simply to gain access to research, but also to influence university administrations.

She also emphasized that universities should not be places that indoctrinate students, but places that teach them how to think for themselves and determine what is right and wrong.
