नरवणे के अनुसार, गलवान झड़प कोई आकस्मिक या अप्रत्याशित घटना नहीं थी, बल्कि यह हफ्तों से बढ़ रही चीनी आक्रामकता का परिणाम थी. वह लिखते हैं कि 'स्थानीय कमांडर तैयार नहीं थे और वे हालात को कम करके आंक रहे थे.' नरवणे बताते हैं कि पूर्वी लद्दाख भारत की सुरक्षा व्यवस्था की प्राथमिकताओं में निचले क्रम पर था. उदाहरण के रूप में, जब नरवणे स्वयं जनवरी 2020 में सेना प्रमुख के तौर पर पहली बार लेह गए, तो वह पूर्वी लद्दाख नहीं गए थे. सियाचिन का दौरा करने के बाद, भूटान की आकस्मिक यात्रा की आवश्यकता के कारण उन्हें दिल्ली वापस बुला लिया गया था.
मई 2020 के प्रथम सप्ताह में पूर्वी लद्दाख में पीएलए के साथ सीधी तनातनी की कुछ घटनाएं हुईं. 5 मई को गलवान में 'पेट्रोलिंग पॉइंट-14' (पीपी-14) पर हुई एक घटना को इसका पूर्वाभास माना जा सकता है. डोकलाम में चीनी गतिविधियों से उत्पन्न स्थिति पर चर्चा हेतु 6 मई को प्रधानमंत्री आवास पर सीसीएस की बैठक आहूत की गई थी. इस दौरान नरवणे ने पूर्वी लद्दाख में उभरते संकट की ओर सबका ध्यान आकृष्ट किया. चीन पर प्रधानमंत्री के विशेष प्रतिनिधि के रूप में अजीत डोभाल से यह अपेक्षा थी कि वह चीनी विदेश मंत्री वांग यी से डोकलाम विषय पर वार्ता करेंगे. नरवणे ने सुझाव दिया कि पीपी-14 के इस नए उकसावे के मुद्दे को भी वहां उठाया जा सकता है, किंतु उनके इस सुझाव को ख़ारिज कर दिया गया.
मई के मध्य तक चीनी आक्रामकता अत्यंत गंभीर हो गई. नरवणे के अनुसार, ‘पीएलए ने पीपी-15 और पीपी-17ए पर अपनी उपस्थिति भारी संख्या में बढ़ा ली. वहां 15 से 20 आर्मर्ड पर्सनल कैरियर, डोजर सहित भारी वाहन और सैकड़ों सैनिक तैनात कर दिए गए. ये वे क्षेत्र थे जहां दोनों पक्ष अपने स्थायी बेस पर लौटने से पूर्व नियमित गश्त किया करते थे. नरवणे लिखते हैं, ‘इस इलाके (गोगरा/हॉट स्प्रिंग्स) में पहले कभी इस तरह का संघर्ष नहीं हुआ था.’
नरवणे अपनी पुस्तक में लद्दाख के सैन्य कमांडरों के प्रति काफी सख्त रुख अपनाते हैं. वह लिखते हैं, ‘कमांडर यह तर्क देने का प्रयास कर रहे थे कि वे तैयार क्यों नहीं थे. एक बार की चूक समझी जा सकती है, लेकिन बार-बार की असावधानी पूर्णतः अस्वीकार्य थी.’ वह आगे कहते हैं कि, ‘फॉर्मेशन के भीतर सूचनाओं के आदान-प्रदान में कमी और स्थिति की गंभीरता को कम करके आंकने के प्रयास स्पष्ट दिखाई दिए.’ नरवणे के इन विवरणों से संकेत मिलता है कि यदि समय रहते अनुशासनात्मक कार्रवाई की गई होती, तो संभवतः गलवान की त्रासदी को टाला या बदला जा सकता था.
