It was not established by a Nazi. The term was created by Wilhelm Marr, who died in 1904.
The NSDAP wasn't founded until 1920 and even though his horrible racial ideologies and theories were picked up by the Nazis and Hitler, it's factually incorrect to call him a Nazi.

It was a neologism, created to make this hate sound scientific.
