⭕️ “The Board of Peace Is Failing”

Athena Rayburn, executive director of the Association of International Development Agencies (AIDA), an umbrella organization representing more than 100 humanitarian and development NGOs working in the occupied Palestinian territory, told the UN Security Council today that Israel had designed Gaza’s scarcity and was using control over aid to silence NGOs.

“Stay silent, or your delivery will not be enabled at all,” Rayburn said, describing Israeli rules used to deregister more than 30 international aid organizations.

Rayburn said Israel rejects scissors, crutches, wheelchairs, and prosthetic limbs as “dual-use,” restricts engine oil so severely that it costs 45 times its normal price, bars specialized medical staff, and rejects watermelon and onions under an unpublished “humanitarian policy.”

Israel also daily moves the supposedly fixed Yellow Line, cutting access to at least 85 water points, schools and health clinics.

“By these basic measures, the Board of Peace is failing,” she said, saying that it has “functioned to further entrench Israel’s unlawful presence.” Since the ceasefire, nearly 1,300 Palestinians have been killed by the Israeli military.

“What remains unclear,” Rayburn said, “is the legal basis on which the State of Israel continues to obstruct the provision of impartial humanitarian assistance in direct contravention of its unconditional obligations under Article 59 of the Fourth Geneva Convention.”

She also questioned why the mandate granted to the Board of Peace by the Security Council was being used “to obfuscate Israel’s continued actions” that blatantly violate Palestinian rights and “the most basic rules of international humanitarian law.”

She argued that rather than challenging Israel’s continued control over Gaza, restrictions on aid, and killings, the Board was helping obscure those violations and “further entrench Israel’s unlawful presence.”

“This cannot be the new status quo.”

Rayburn urged the Security Council to exercise its “powers of inquiry” and undertake an urgent mission to Gaza: “Come and see for yourselves.”

Muhammad Ahmad al-Mufti, a boy in Gaza whose father was earlier killed by Israeli forces while seeking aid, tore apart the paper kites he had made himself, after hearing Israeli Defense Minister Katz might strike over the kites, Gaza Relief Committee’s Eyad Amawi told Drop Site.

Furious and in tears, he mocked the Israeli leaders he blamed as he destroyed them. “So that Netanyahu is satisfied,” he said. “So that Katz is satisfied. So that Trump is satisfied.”

Minister Katz threatened a “forceful” response to Palestinian kites landing in areas across the border, and said Israel would treat them the same as drones.

“They want to deprive us of the thing we love,” al-Mufti said, breaking down. “I swear my heart is breaking.”

“Do you, or do you not support Israel’s right to exist?”

If you don't, you're an extremist, you're an anti-Semite, you want to wipe Israel and millions of Israeli Jews off the map.

But you don't have to concede on this point. It's a bullshit argument.

Number one: Right to exist where?

Israel is the only country in the world that refuses to define its borders.

So if you want me to recognize Israel's right to exist, does that extend into Gaza, the West Bank, the Golan Heights, East Jerusalem all considered illegally occupied territory under international law?

So, right to exist where?

Number two: What is this right to exist? Where does it come from?

States don't have a right to exist. People, individuals have a right to exist. Human beings have that right. Not states, not countries.

The USSR broke up into Russia and 14 other states. Yugoslavia broke up. Czechoslovakia split into Slovakia and the Czech Republic.
What happened to their “right to exist”?
People have rights, not states.

And number three: If there is a right to exist, does Palestine have a right to exist?
Israel exists. It's a country with sovereignty, it's on the map.

The idea that in a world where Israel is genociding the Palestinians in Gaza, ethnically cleansing them in the West Bank, and blocking their legal right to return the idea that Israel's right to exist is the one we should be concerned about, and not Palestine's, is both ridiculous and, let's be honest, racist.

This investigation by the Financial Times is staggering in its findings and in its scope and methodological rigor. Some of the findings, backed up by incredible levels of forensic evidence:

1) Israel completed much of its systematic destruction across Israeli-occupied southern Lebanon after Israeli forces took control of already-emptied villages in mid-April, and after the April 17 ceasefire. The ceasefire was used to make these areas completely uninhabitable.

2) The scale of destruction is incredible. Roughly 85,000 housing units damaged or destroyed (likely an undercount); 62 villages and farms inside the "yellow line" occupation zone, covering ~6% of Lebanon and extending ~10km inland, with ~270,000 residents barred from returning. Over 20% of the south's farmland and forest destroyed, ancient olive groves worst hit. All Litani river bridges destroyed; at least 2,500km of water infrastructure gone.

3) This is stated policy and an intentional plan to make an entire area uninhabitable and never allow the population to return. Defence minister Israel Katz explicitly invoked the "Rafah and Beit Hanoun model" and later boasted of destroying "24 Lebanese villages… not house by house, but entire villages."

4) This is without a doubt a war crime. Destruction of property requires immediate military necessity and not speculative ideas that Hezbollah may use a building some day. Not allowing the return amounts to the ethnic cleansing of the area.

The lack of any real consequences for Gaza, meant that Israel felt free to do the same in Lebanon. It is now doing the same in the West Bank. This will stop unless we stop it.

💢 Israel has bombed and devastated Gaza’s sewage and sanitation infrastructure, and now deliberately blocks Palestinians from the landfills, machinery and essential supplies needed to contain the resulting public health catastrophe.

One consequence is a massive rat and pest infestation, with Palestinians, including children, being bitten in their sleep.

Four in five sewage pumping stations are not functioning, with some 40,000 cubic meters of untreated sewage flowing each day. By July, 60% of Gaza’s population was living within 10 meters of sewage or human waste and more than 900,000 people were exposed to garbage accumulating in residential areas, according to UN OCHA.

Rodents or pests were reported at 81% of displacement sites surveyed in April, affecting roughly 1.45 million Palestinians.

Both of Gaza’s sanitary landfills lie beyond the Israeli-imposed “Yellow Line,” and the UN says access remains banned by Israel. Israel also requires approval and blocks entry of machinery and spare parts needed to remove garbage and rubble, while engine oils, pest-control chemicals and other essential supplies remain severely restricted.

Israel permitted 3 tonnes of rodenticide and 3,000 liters of pesticide into Gaza in May, but the UN said pest-control efforts remained limited and a full response requires sustained supplies, heavy equipment and access to the landfills Israel continues to block with Gaza’s sanitation system having completely collapsed.
