@vCR7i_ @TheDivisionGame ...this is probably the only place where this weapon is "viable". But then you have to give up using any other exotic weapon (that are much more useful against the other NPCs), and as you said, a Lefty or other sledgehammer based weapon is basically just as good.

@TheDivisionGame Change the talent to this and players will find a lot more use and excitement:

Weapons hits give 1% bonus armor per pellet per second and 1% weapon handling per pellet per second for each pellet hit. Additional weapon hits refresh both bonuses.

@TheDivisionGame There is no "best" build for a poorly designed exotic like this. It has one of the hardest hitting per shot damage stats of any weapon in the game. What good is slowing down an enemy if the round simply kills them completely??? (And don't forget the 8+ second reload time.)

@HardwareUnboxed The crux here becomes what size monitor you plan to game on. 27" or less and 1080P is still perfectly fine. Most gamers don't have the actual desk space for larger than that. 4K on any screen smaller than 43" is pretty pointless.
