In an interview with Xinhua, Jose Luiz Niemeyer, an international relations professor at the Brazilian Institute of Capital Markets (IBMEC) university, said that Washington’s recent expansion of ground military operations in Colombia, Guatemala, Honduras, and other countries represents an “escalation of imperialism” in Latin America.

Noting that U.S. War Secretary Pete Hegseth announced the expansion earlier this month during his visit to Panama, Niemeyer said the move marks a qualitative leap in Washington’s interventionist policy, extending the same approach used to strike boats in the Caribbean and Pacific to ground operations.

“It is an extremely concerning move and, unfortunately, is in keeping with the U.S. historical approach to our region,” Niemeyer said.

The United States is using the fight against drug trafficking not only to justify expanding its military presence but also to impose “its security agenda without any regard for the sovereignty of Latin American countries,” he said.

“The attacks on vessels in the Caribbean and the Pacific were already a unilateral action with serious human rights violations, resulting in more than 200 deaths and little presented evidence. Now, by applying that same logic to ground operations in countries like Colombia, Ecuador and Guatemala, the United States is creating a highly dangerous precedent for direct interventions in our territory,” he said.

The State Department first sanctioned the Cuban Institute of Friendship with the Peoples (ICAP) in June.

The new sanctions announced on Thursday target the solidarity and diplomacy organization's leadership, blacklisting President Fernando González Llort, First Vice President Noemi Ramona Rabaza Fernandez, and North America Director Leima Martinez Freire.

In a press statement regarding the new sanctions, Secretary of State Marco Rubio accused organizations such as ICAP of "exporting Marxism, racial resentment, and Communist violence across the world."

The State Department also announced sanctions on nine of Cuba's state-owned mining, metal and construction companies, escalating its economic war against the island nation.

On May 1 Trump signed an executive order giving Marco Rubio’s State Department broad authority to sanction anyone connected to the Cuban government and its so-called “subversive” supporters around the world.

Thursday’s announcement marks the fourth round of targeted coercive measures announced against Cuban entities and individuals since then.

In the past year alone, the US empire:
- stole the elections in Colombia (with help from Israel), putting a far-right US citizen in power;
- meddled in the elections in Honduras, after releasing narco-dictator Juan Orlando Hernández from prison, to put in power another right-wing US puppet from the same political party of that drug trafficker;
- meddled in the elections in Peru to put in power the daughter of fascist US-backed dictator Alberto Fujimori, who committed genocide against Indigenous peoples;
- supported the right-wing narco-dictator in Ecuador (another US citizen), from the Noboa oligarch dynasty, as he banned the main left-wing Correísta opposition party from participating in elections;
- meddled in Argentina's elections by offering tens of billions of dollars to fund the right-wing party of US puppet Javier Milei;
- and is now meddling in Brazil's upcoming elections to put the son of far-right coup-plotter Bolsonaro in power.

Nicaragua's constitutional reform is aimed at preventing the US empire from repeating this in its country. Nicaragua is defending its sovereignty. Imperialism is the real threat to democracy.
