Incident happened at Guntakatta Tribal Hamlet in Kodavaluru Mandal, SPSR Nellore District, Andhra Pradesh:
Shri Eeka Sanjeevaiah, a poor, elderly tribal man temporarily left his home to stay with his daughter due to his wife’s ill health. During his absence, a pastor from Nayudupalem village entered the tribal colony and gained access to the residence by claiming that his prayers could cure the illness of the elderly man’s wife. Using this pretext, he gradually established a presence within the household.
Taking advantage of the absence of the rightful owner and without informing either the family or the local tribal community, the pastor is reported to have converted the residential premises into a place of worship. Religious symbols, including a cross installed atop the house, were placed, and regular prayer activities were initiated. Upon returning to the hamlet, Shri Eeka Sanjeevayya found his house had been transformed into a church.
The tribal community acted promptly and brought the matter to the attention of local authorities, including Tahsildar, MPDO, Woman Police Constable, and the Village Secretariat staff. The issue was subsequently escalated to the District Collector and Joint Collector, who directed immediate action.
A joint inspection by officials confirmed the unauthorized occupation, following which the cross and other religious materials were removed, the pastor was vacated from the premises, and the house was restored to its original condition.
The tribal community then undertook cleaning of the premises, decorated it with Hindu traditional rangoli, and formally handed it back to Shri Eeka Sanjeevayya, reaffirming their collective stand against such unauthorized activities.
Following the Chintada Anand case involving alleged misuse of SC status and the SC/ST Act, another serious instance has come to our notice from Bapatla District, Andhra Pradesh.
Legal Rights Protection Forum has received credible, evidence-based information that a Village Revenue Officer (VRO), Mr. Puli Seethaiah of Champadu, Bapatla District, despite professing Christianity, has obtained a Scheduled Caste (SC) certificate and secured government employment under the SC quota.
It has further come to light that he has allegedly invoked the SC/ST (Prevention of Atrocities) Act to intimidate and silence local residents who raised legitimate civil and land-related grievances against him, which reportedly led to departmental scrutiny.
Our findings are supported by documentary evidence, including official records confirming that his marriage was solemnized under the Indian Christian Marriage Act by a Pastor in Jampani, Bapatla District.
In view of these serious violations, the Legal Rights Protection Forum has filed a formal complaint with the Chief Commissioner of Land Administration, the Principal Secretary (Revenue), and the District Collector, Bapatla, seeking his immediate termination from public service and cancellation of the fraudulently obtained SC certificate.
Christian Pastor Chintada Anand’s case is emerging as a classic example of serious SC certificate fraud and administrative inaction in Andhra Pradesh.
Legal Rights Protection Forum has written to the Bapatla District Collector and the Chief Secretary of Andhra Pradesh urging:
1. Immediate cancellation of the Scheduled Caste (SC) certificate issued to Christian pastor Chintada Anand.
2. Recovery of ₹2,50,000 paid to him under the SC ST (Prevent of Atrocities) Act Victim Compensation scheme.
3. Identification and recovery of any other benefits obtained using the allegedly false caste certificate.
4. Initiation of criminal proceedings against Pastor Chintada Anand for obtaining a community certificate by providing false information.
5. Departmental and criminal action against the Tahsildar of Pittalavanipalem Mandal, Bapatla District under the Andhra Pradesh (SC, ST & BC) Regulation of Issue of Community Certificates Act, 1993 for issuing SC Certificate to Pastor Chintada Anand.
