This paper unpacks the sweeping transformations redefining intellectual property (IP) governance amid the rapid surge of technologal innovation, with a sharp focus on artificial intelligence (AI) and quantum technologies. It explores how these advancements, combined with global megatrends such as demographic shifts, climate imperatives, and the resurgence of industrial policies, challenge traditional IP frameworks. The chapter argues for a paradigm shift toward a more adaptive, inclusive, and transparent model, highlighting the growing dominance of major technology corporations and the limitations of current governance mechanisms. The “quantum “governance” approach” advocates for cooperation across multiple levels, practical standards, and fair access, seeking to balance the drive for innovation with the need to deliver global public goods in a world marked by growing complexity and interdependence.
